Update to AWS D15.1 Railroad Welding Specifications for Cars and Locomotives
PHMSA’s NPRM HM-265 Extension
On January 8, 2025, PHMSA published a notice of proposed rulemaking – extension of comment period in the Federal Register. It is for the Notice of Proposed Rulemaking (NPRM) under docket HM-265 titled “Hazardous Materials: Advancing Safety of Highway, Rail, and Vessel Transportation.”
The following industry groups requested a 90 day extension to the comment period to allow sufficient time to address the complexities of the proposed amendments for the NPRM: Railway Supply Institute, the American Chemistry Council, the American Petroleum Institute, the Chlorine Institute, the Fertilizer Institute, and the Sulfur Institute.
The NPRM comment period will now close on April 28, 2025.

Cars Due or Overdue for Periodic Air Brake Test – Equipment Advisory EI-0001
The initial plan of Equipment EI-0001 was to escalate cars to severity level XX (restricted at interchange) that have not moved or are more than 2 years overdue for periodic air brake testing. In September 2023, the Arbitration and Rules Committee voted to change the initial focus to those cars that are overdue and have not moved in over 1 year. There are 30,000 cars that will be escalated to XX severity level by Wednesday, September 04, 2024.
Labor Rates
The Car Repair Facility Labor Rate, effective July 1, 2024 is $166.52. This will be reflected in the July 1, 2024 release of the AAR Office Manual. The Canadian Car Repair Billing Labor Rate calculation for July 1, 2024 is $242.60 CAD. The change will be reflected in the July 1, 2024 release of the Canadian Price Master.
