Tank Car Owner Compliance

The FRA periodically audits tank car owners to ensure they are taking adequate steps to comply with the 49 CFR 180 regulations. Tank car owners are required to maintain a program that includes the following elements:

• Qualification and Maintenance Procedures.

• The entry of maintenance data collected during the inspection and repair events into a data base to be used as the basis for establishing qualification and maintenance intervals.

• Entering of modifications to tanks cars into TCID (Tank Car Integrated Database).

• Confirming all repair facilities used to repair or qualify tank cars are performing and documenting all work per the federal regulations, industry standards, and the tank car owner’s written procedures.

• Performing reliability analysis from inspection and repair data collected for the following required elements:

  • Tank Shell Thickness

  • Internal Linings/Coatings for Tank Protection

  • Stub Sill

  • Service Equipment

  • Pressure Relief Valves

  • Structural/Visual
