Salco UHMWPE Lined Pressure Plates
Per CPC-1411 (September 21, 2023)
The AAR TCC requires that tank cars equipped with Salco UHMWPE lined pressure plates must not be offered in interchange loaded 90 days after September 21, 2023. Residue tank cars must not be offered in interchange 120 days after September 21, 2023. This is in response to NARs attributed to the component.
The AAR Field Manual Rule 3 was revised to extend the requirement for having the capability to perform a 4-Pressure Automated Single Car Air Brake Test to July 1st 2024.
At the April AAR TCC meeting, the FRA reminded everyone of certain Class 3 flammable liquid commodities (such as ethanol) and the phase out of DOT 111 non-jacketed CPC-1232 tank cars by July 1, 2023. PHMSA defined ethanol as: UN1170, NA1987, UN1987, or UN3475.
No loaded tank car may be offered into transportation and the FRA will not grant an OTMA for a loaded tank car. Residue tank cars will only be allowed to move with an OTMA from the FRA or Temporary Certificate from TC.
