Safety Bulletin 2025-03 Hazardous Materials Exposure

The Federal Railroad Administration (FRA) has issued a new Safety Bulletin (2025-03) following an incident involving hazardous materials exposure from a tank car manway cover that was improperly tightened.
This bulletin is an important reminder for all stakeholders—railroad carriers, tank car owners, shippers, and tank car facilities handling hazardous materials—about the critical need to follow proper manway securement procedures, including the use of a star pattern tightening sequence and adherence to industry best practices.
