FRA Final Rule 49 CFR Part 224

On January 27, 2026, the FRA published a final rule on the reflectorization of rail freight rolling stock (FRA Final Rule 49 CFR Part 224), which codified existing industry waivers. The final rule allows for the reflectorization inspection and replacement as needed during a Single Car Air Brake Test, in agreement with AAR Field Manual Rule 66.

This is a reminder that effective May 1, 2029, the US Department of Transportation (DOT) will prohibit the use of legacy DOT-111 and enhanced CPC-1232 (DOT-111) tank cars for the transportation of all Class 3 flammable liquids, which will include Packing Group II and III, in the United States, including residue shipments.
