Shipping Class 3 Flammable Liquids (including Residue) in Accordance with Current DOT and Transport Canada Regulations

 

Department of Transportation (DOT) Regulations:

Effective May 1, 2025, the US Department of Transportation (DOT) prohibits the use of legacy DOT-111 and enhanced CPC-1232 (DOT-111) tank cars for the transportation of Class 3 Flammable Liquids (Packing Group I only) in the United States, including residue shipments.

This adds Class 3 PG I flammable liquids to the current requirements for unrefined petroleum products and ethanol. These tank cars must not be offered for transportation or be in transportation with these materials on or after May 1, 2025.

 

Transport Canada (TC) Regulations:

Effective May 1, 2025, the Transport Canada (TC) prohibits the use of legacy DOT-111 and enhanced CPC-1232 (DOT-111) tank cars for the transportation of Class 3 Flammable Liquids (All Packing Groups) in Canada, including residue shipments.

These tank cars must not be offered for transportation or be in transportation with these materials on or after this date. At the AAR TCC Meetings in Nashville, Transport Canada stated they will not approve movement of these cars under a Temporary Certificate on or after May 1, 2025.
